關于安徽省進一步做好農業生產社會化服務工作的通知

各(ge)市、縣(市、區(qu))農業農村局、財政局:

    為(wei)貫(guan)徹落(luo)實(shi)《農(nong)業(ye)(ye)農(nong)村部辦(ban)公廳 財政(zheng)部辦(ban)公廳關于進(jin)一步(bu)做好農(nong)業(ye)(ye)生產社(she)會(hui)化服務(wu)工作的(de)通(tong)(tong)知(zhi)》(農(nong)辦(ban)計財〔2019〕54號(hao),以下簡稱《通(tong)(tong)知(zhi)》)要求(qiu),加(jia)快推進(jin)以農(nong)業(ye)(ye)生產托管為(wei)主的(de)農(nong)業(ye)(ye)生產社(she)會(hui)化服務(wu)發展,現通(tong)(tong)知(zhi)如下:

    一、明確目標任務(wu)。支持小(xiao)農(nong)(nong)(nong)(nong)(nong)戶通(tong)過(guo)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)生(sheng)(sheng)產(chan)托管為主(zhu)的(de)(de)服(fu)(fu)務(wu)方式(shi),廣泛(fan)接(jie)受各(ge)類(lei)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)社(she)(she)(she)會(hui)化(hua)服(fu)(fu)務(wu),對(dui)促進小(xiao)農(nong)(nong)(nong)(nong)(nong)戶和現代(dai)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)發展(zhan)有機銜接(jie)意(yi)義重(zhong)大。省委、省政(zheng)府把發展(zhan)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)生(sheng)(sheng)產(chan)托管納入全面建成小(xiao)康社(she)(she)(she)會(hui)必(bi)須完(wan)成的(de)(de)“三農(nong)(nong)(nong)(nong)(nong)”工(gong)作硬任務(wu),要求(qiu)到2020年,全省以(yi)托管服(fu)(fu)務(wu)為主(zhu)的(de)(de)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)組織達到2.5萬個,農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)社(she)(she)(she)會(hui)化(hua)服(fu)(fu)務(wu)市場化(hua)、專業(ye)(ye)(ye)(ye)化(hua)、信息化(hua)水(shui)平顯著提(ti)升(sheng),形成覆蓋全產(chan)業(ye)(ye)(ye)(ye)鏈(lian)的(de)(de)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)業(ye)(ye)(ye)(ye)。各(ge)地要對(dui)標目標任務(wu),結(jie)合本地區實際(ji),量化(hua)任務(wu)指標,強化(hua)責任落實,細化(hua)工(gong)作措施,加快健全面向小(xiao)農(nong)(nong)(nong)(nong)(nong)戶的(de)(de)社(she)(she)(she)會(hui)化(hua)服(fu)(fu)務(wu)體(ti)系。

    二(er)、落實(shi)扶持政(zheng)策。要(yao)全面貫徹落實(shi)國家和省里出臺(tai)的發展(zhan)農(nong)業(ye)(ye)社會化服(fu)(fu)務(wu)(wu)(wu)的政(zheng)策措施(shi),積極(ji)培(pei)育新(xin)型(xing)農(nong)村(cun)集體經(jing)(jing)濟(ji)組織(zhi)、合(he)作服(fu)(fu)務(wu)(wu)(wu)組織(zhi)、服(fu)(fu)務(wu)(wu)(wu)型(xing)企(qi)業(ye)(ye)等服(fu)(fu)務(wu)(wu)(wu)主體,重(zhong)點支(zhi)持村(cun)集體經(jing)(jing)濟(ji)組織(zhi)承辦或參股農(nong)業(ye)(ye)服(fu)(fu)務(wu)(wu)(wu)實(shi)體,直(zhi)接(jie)為成(cheng)員提供(gong)農(nong)業(ye)(ye)生產服(fu)(fu)務(wu)(wu)(wu)。要(yao)積極(ji)落實(shi)財政(zheng)扶持、信貸支(zhi)持、稅費減免等措施(shi),引導各(ge)類服(fu)(fu)務(wu)(wu)(wu)主體加(jia)強基礎設(she)施(shi)建(jian)設(she),提升農(nong)業(ye)(ye)服(fu)(fu)務(wu)(wu)(wu)智能化水(shui)平,拓展(zhan)服(fu)(fu)務(wu)(wu)(wu)領域。要(yao)支(zhi)持各(ge)地運用互聯網等技術,整合(he)服(fu)(fu)務(wu)(wu)(wu)資(zi)源,搭(da)建(jian)區(qu)域農(nong)業(ye)(ye)生產性服(fu)(fu)務(wu)(wu)(wu)綜合(he)平臺(tai),實(shi)現(xian)服(fu)(fu)務(wu)(wu)(wu)供(gong)需(xu)對接(jie),推動形成(cheng)區(qu)域性服(fu)(fu)務(wu)(wu)(wu)市場。

    三(san)、抓好項(xiang)目(mu)(mu)(mu)(mu)實(shi)(shi)(shi)施。各(ge)地要(yao)(yao)組織(zhi)(zhi)實(shi)(shi)(shi)施好中(zhong)央財政(zheng)農(nong)(nong)業社會(hui)化服(fu)務項(xiang)目(mu)(mu)(mu)(mu),項(xiang)目(mu)(mu)(mu)(mu)縣(xian)人民政(zheng)府(fu)是項(xiang)目(mu)(mu)(mu)(mu)實(shi)(shi)(shi)施的(de)(de)責(ze)任主(zhu)(zhu)體(ti),要(yao)(yao)組織(zhi)(zhi)農(nong)(nong)業農(nong)(nong)村、財政(zheng)等部門(men)制(zhi)定實(shi)(shi)(shi)施方案,落(luo)實(shi)(shi)(shi)項(xiang)目(mu)(mu)(mu)(mu)任務,保障必要(yao)(yao)的(de)(de)工作經費(fei)。要(yao)(yao)把握政(zheng)策要(yao)(yao)求,進一步(bu)聚焦農(nong)(nong)業生(sheng)產托(tuo)管為主(zhu)(zhu)的(de)(de)服(fu)務方式(shi)、突(tu)出重點服(fu)務環節(jie)、突(tu)出服(fu)務小農(nong)(nong)戶(hu),集(ji)中(zhong)連片的(de)(de)實(shi)(shi)(shi)施農(nong)(nong)業生(sheng)產托(tuo)管項(xiang)目(mu)(mu)(mu)(mu),確保項(xiang)目(mu)(mu)(mu)(mu)各(ge)項(xiang)績(ji)效目(mu)(mu)(mu)(mu)標落(luo)到實(shi)(shi)(shi)處(chu)。要(yao)(yao)創新項(xiang)目(mu)(mu)(mu)(mu)實(shi)(shi)(shi)施方式(shi),積極支(zhi)持村集(ji)體(ti)經濟(ji)組織(zhi)(zhi)承擔項(xiang)目(mu)(mu)(mu)(mu)任務,實(shi)(shi)(shi)現(xian)項(xiang)目(mu)(mu)(mu)(mu)整村連片推進,幫助成員發(fa)展生(sheng)產,探索集(ji)體(ti)經濟(ji)有效實(shi)(shi)(shi)現(xian)形式(shi)。

    四、健全監(jian)(jian)督機制(zhi)(zhi)。要(yao)建立健全項(xiang)(xiang)目管理制(zhi)(zhi)度(du),規范(fan)實(shi)施程序,制(zhi)(zhi)定項(xiang)(xiang)目任(ren)務(wu)(wu)清(qing)單(dan)和(he)工作臺賬(zhang),明確(que)分工,強(qiang)化責任(ren)。要(yao)加(jia)強(qiang)日常指導檢查和(he)定期調(diao)度(du),督促(cu)服(fu)務(wu)(wu)組織按照服(fu)務(wu)(wu)協議和(he)合(he)同(tong),規范(fan)實(shi)施作業。項(xiang)(xiang)目作業環(huan)(huan)節多、涉及面(mian)(mian)積廣,各地要(yao)創新項(xiang)(xiang)目監(jian)(jian)管方式(shi)和(he)手段(duan),注重推廣運用智能化手段(duan),加(jia)強(qiang)服(fu)務(wu)(wu)面(mian)(mian)積和(he)質量監(jian)(jian)測,嚴把服(fu)務(wu)(wu)組織遴選、服(fu)務(wu)(wu)合(he)同(tong)簽訂(ding)、服(fu)務(wu)(wu)質量和(he)面(mian)(mian)積核定等關鍵環(huan)(huan)節,形成(cheng)有(you)效(xiao)的監(jian)(jian)督機制(zhi)(zhi)。

    五、加強資(zi)(zi)金(jin)監管(guan)。按照項目資(zi)(zi)金(jin)管(guan)理(li)要(yao)(yao)求,制定資(zi)(zi)金(jin)管(guan)理(li)辦法,健(jian)全財務(wu)管(guan)理(li)制度,嚴格資(zi)(zi)金(jin)管(guan)理(li),確保資(zi)(zi)金(jin)使用(yong)(yong)安全規范。申請補(bu)助信息(xi)、補(bu)助資(zi)(zi)金(jin)兌付(fu)等關鍵(jian)環(huan)節要(yao)(yao)全面公示公開。要(yao)(yao)加快(kuai)資(zi)(zi)金(jin)撥付(fu),提高資(zi)(zi)金(jin)使用(yong)(yong)率,項目完成(cheng)后及(ji)時(shi)組(zu)織核查驗收并撥付(fu)資(zi)(zi)金(jin);對不能按合(he)同規定完成(cheng)服務(wu)任務(wu)的,要(yao)(yao)相應扣減補(bu)助資(zi)(zi)金(jin);對于(yu)挪用(yong)(yong)、套取(qu)、騙取(qu)財政資(zi)(zi)金(jin)等行為(wei),堅(jian)決予以查處。

    六、規范服(fu)(fu)務(wu)(wu)行(xing)為。圍繞“約(yue)定(ding)有(you)合同、內容(rong)有(you)標準(zhun)、過程(cheng)有(you)記錄、人(ren)員有(you)培訓(xun)、質(zhi)量有(you)保證、產品有(you)監管(guan)”等內容(rong),制(zhi)定(ding)農(nong)業生產托管(guan)服(fu)(fu)務(wu)(wu)主體(ti)(ti)規范化(hua)(hua)建設(she)標準(zhun),加強(qiang)服(fu)(fu)務(wu)(wu)主體(ti)(ti)規范化(hua)(hua)建設(she)。指(zhi)導(dao)服(fu)(fu)務(wu)(wu)主體(ti)(ti)圍繞建設(she)標準(zhun),健全管(guan)理(li)(li)制(zhi)度,完(wan)善(shan)運行(xing)機制(zhi),制(zhi)定(ding)服(fu)(fu)務(wu)(wu)標準(zhun)、服(fu)(fu)務(wu)(wu)流程(cheng)、服(fu)(fu)務(wu)(wu)計劃和管(guan)理(li)(li)細則,建立(li)服(fu)(fu)務(wu)(wu)臺賬和檔案等,完(wan)善(shan)服(fu)(fu)務(wu)(wu)方式和機制(zhi),培育一批規范化(hua)(hua)服(fu)(fu)務(wu)(wu)主體(ti)(ti),推動我(wo)省農(nong)業生產托管(guan)服(fu)(fu)務(wu)(wu)組織高質(zhi)量發(fa)展。

    七(qi)、強化行業管(guan)(guan)理(li)。結合深化“放管(guan)(guan)服(fu)(fu)”改革,加(jia)強市場管(guan)(guan)理(li)和行業規范。要加(jia)強服(fu)(fu)務(wu)(wu)(wu)(wu)價(jia)格指導、服(fu)(fu)務(wu)(wu)(wu)(wu)質(zhi)量監(jian)測和服(fu)(fu)務(wu)(wu)(wu)(wu)合同(tong)監(jian)管(guan)(guan),保障服(fu)(fu)務(wu)(wu)(wu)(wu)雙(shuang)方的合法權(quan)益(yi)。縣級(ji)要研究制定符合當地實(shi)際的規范化合同(tong)示范文(wen)本,明確(que)服(fu)(fu)務(wu)(wu)(wu)(wu)質(zhi)量要求和收(shou)費標準(zhun),引導服(fu)(fu)務(wu)(wu)(wu)(wu)主體(ti)嚴格履行服(fu)(fu)務(wu)(wu)(wu)(wu)合同(tong)。針(zhen)對不(bu)(bu)同(tong)行業、不(bu)(bu)同(tong)品(pin)種(zhong)、不(bu)(bu)同(tong)服(fu)(fu)務(wu)(wu)(wu)(wu)環節(jie),建立健全(quan)服(fu)(fu)務(wu)(wu)(wu)(wu)標準(zhun)、質(zhi)量評價(jia)監(jian)督等體(ti)系,推動行業規范發展。

    八、加強(qiang)示范(fan)引(yin)導(dao)。承(cheng)擔土(tu)地(di)托(tuo)(tuo)管(guan)規(gui)(gui)范(fan)化(hua)試點(dian)地(di)方要(yao)率先制定土(tu)地(di)托(tuo)(tuo)管(guan)服(fu)(fu)務(wu)(wu)主體(ti)規(gui)(gui)范(fan)化(hua)建設標準,培育一批服(fu)(fu)務(wu)(wu)能力強(qiang)、制度健全、運行規(gui)(gui)范(fan)的示范(fan)服(fu)(fu)務(wu)(wu)組(zu)(zu)織(zhi),建立縣(xian)域(yu)土(tu)地(di)托(tuo)(tuo)管(guan)行業(ye)服(fu)(fu)務(wu)(wu)的基(ji)本(ben)流程、方法等服(fu)(fu)務(wu)(wu)行為(wei)規(gui)(gui)范(fan),形成(cheng)一批制度性成(cheng)果,為(wei)推(tui)動規(gui)(gui)范(fan)發展(zhan)提(ti)供經(jing)驗。市縣(xian)要(yao)結合行業(ye)發展(zhan)實際,分(fen)級分(fen)類組(zu)(zu)織(zhi)試點(dian)示范(fan),促進我(wo)省(sheng)農業(ye)生產托(tuo)(tuo)管(guan)規(gui)(gui)范(fan)健康發展(zhan)。

    九、建立服(fu)(fu)務(wu)(wu)(wu)(wu)主(zhu)(zhu)(zhu)體(ti)名錄管(guan)理制(zhi)度。建立農(nong)業(ye)社會化服(fu)(fu)務(wu)(wu)(wu)(wu)主(zhu)(zhu)(zhu)體(ti)名錄庫(ku),加(jia)強服(fu)(fu)務(wu)(wu)(wu)(wu)組(zu)織(zhi)動態監(jian)測(ce)。對本區(qu)域內依法(fa)登記注冊、制(zhi)度完(wan)善、信譽好、能(neng)力(li)強的(de)服(fu)(fu)務(wu)(wu)(wu)(wu)組(zu)織(zhi)納入(ru)名錄管(guan)理。名錄庫(ku)包括組(zu)織(zhi)名稱、注冊時(shi)間、地(di)址、業(ye)務(wu)(wu)(wu)(wu)范圍、服(fu)(fu)務(wu)(wu)(wu)(wu)區(qu)域、服(fu)(fu)務(wu)(wu)(wu)(wu)能(neng)力(li)以及法(fa)人(ren)代表(biao)等。名錄庫(ku)實行(xing)有(you)(you)進(jin)有(you)(you)出的(de)動態管(guan)理機制(zhi),對于已(yi)進(jin)入(ru)名錄庫(ku)但(dan)服(fu)(fu)務(wu)(wu)(wu)(wu)不規范、不再符合條件的(de)服(fu)(fu)務(wu)(wu)(wu)(wu)組(zu)織(zhi),必要時(shi)進(jin)行(xing)清退。各地(di)年底前完(wan)成服(fu)(fu)務(wu)(wu)(wu)(wu)組(zu)織(zhi)名錄制(zhi)度建設,并將服(fu)(fu)務(wu)(wu)(wu)(wu)主(zhu)(zhu)(zhu)體(ti)名錄報送省農(nong)業(ye)農(nong)村廳。

    十、強化(hua)組織(zhi)領(ling)導。各(ge)地要(yao)充分(fen)認識(shi)發(fa)展農(nong)(nong)業(ye)生產(chan)托管(guan)對(dui)促進(jin)小農(nong)(nong)戶和現代農(nong)(nong)業(ye)發(fa)展有(you)機銜接的(de)重(zhong)要(yao)性(xing),積極爭取(qu)當地黨委、政府的(de)重(zhong)視,擺(bai)上(shang)重(zhong)要(yao)工(gong)作(zuo)日程(cheng),研(yan)究制(zhi)定符(fu)合本地實(shi)際的(de)推(tui)(tui)進(jin)措施。農(nong)(nong)業(ye)農(nong)(nong)村(cun)、財政部門要(yao)把(ba)中央(yang)財政項(xiang)(xiang)目作(zuo)為(wei)推(tui)(tui)動各(ge)項(xiang)(xiang)工(gong)作(zuo)的(de)總抓手,加(jia)強溝通協作(zuo),健全工(gong)作(zuo)機制(zhi),落實(shi)職責(ze)分(fen)工(gong),加(jia)大推(tui)(tui)進(jin)力度(du),確保各(ge)項(xiang)(xiang)目標任務(wu)完成,不斷提升農(nong)(nong)業(ye)生產(chan)托管(guan)服務(wu)對(dui)小農(nong)(nong)戶的(de)覆蓋率。
